On September 24, Yuzuru Tachi, the Executive Officer of Makaira KK / the Head of Makaira Public Affairs, spoke at the “Responsible Advocacy: The Rule-Making Process for E-scooters” seminar, hosted by Mercari R4D and the Osaka University Collaborative Research Lab.
The seminar was a part of the “Responsible Advocacy” research project, which studies how companies engage with society to shape public policies and institutions.
Drawing on his experience in rule-making as the secretariat of the Micromobility Promotion Council, Tachi gave a presentation on the theme of e-scooters. His talk covered the legislative process leading to the amendment of the Road Traffic Act and the crucial, ongoing activities required for social acceptance, such as establishing industry self-regulation and conducting safety workshops.
He shared practical insights on the process of implementing new technologies into society, emphasizing the perspective that “the work is not over once a law is passed; what truly matters is how it is accepted by society.” He also highlighted the importance of data- and evidence-based dialogue with all stakeholders.
